§ 8.30.090. Eligibility requirements; need criteria.

  • For purposes of this chapter, the following criteria are to be used to determine need:

    A.

    A recipient and spouse may both be eligible;

    B.

    A child under 16 years of age may be included in the determination of need until the family is certified for AFDC;

    C.

    A child over 16 years of age who is mentally or physically unable to work may be included in determination of need;

    D.

    An applicant/recipient will not be ineligible by virtue of having a relative living with him if that relative would meet all eligibility requirements;

    E.

    All resources available to the applicant/recipient shall be taken into consideration, [including the following,] but not limited thereto:

    1.

    Allowable reserve. A maximum of $200.00 allowable for general assistance recipients;

    2.

    Real and personal property. No person who claims any taxable real estate shall be eligible except in cases of extreme hardship. The cases of extreme hardship shall be determined by the sole discretion of the DFACS board. Ownership of tools, machinery, an automobile, or any such personal property will be allowed only when essential to the work of the applicant/recipient upon his recovery from incapacity;

    3.

    Income. If an applicant/recipient has had any income during the two weeks prior to his application, he is ineligible. General assistance is never to be utilized to supplement income except in extreme cases which are approved by the DFACS board;

    4.

    Responsible relatives. An applicant/recipient is ineligible for general assistance if he has responsible relatives capable of providing assistance.
